Traffic exhaust pollutants include compounds such as carbon monoxide, nitrogen oxides, particulates (fine dust and soot), and toxic air pollutants such as benzene.  Ozone also results indirectly from traffic, as nitrogen oxides combine with volatile organic compounds in the presence of sunlight.  Traffic exhaust pollutants are a major source of air pollution in California, especially in urban areas, and are a major source of greenhouse gas emissions.  Vehicles run on conventional or diesel engines.  Although diesel engines are more efficient, they emit more fine particles than convential engines, and according to the California Air Resources Board, diesel exhaust is responsible for 70 percent of the cancer risk that the average Californian faces from breathing toxic air pollutants (see http://www.oehha.ca.gov/public_info/facts/dieselfacts.html).  Potential health effects from being exposed to traffic-exhaust pollutants include repiratory illnesses (including asthma), cardiovascular disease, adverse reproductive outcomes, cancer, and shortening of the life span.
Purpose:
This dataset was developed for use with California Environmental Health Tracking Program's (CEHTP) spatial linkage web services.  It uses the AADT values to compute traffic-related metrics on CalTrans Highway Performance Montioring System (HPMS) 2004 data in the State of California.
Supplemental_Information:
EHIB is engaged in a number of activities examining how the health of Californians are affected by traffic-exhaust pollutants.  EHIB has completed studies investigating whether children who live near busy roads are at increased risk of asthma exacerbations and leukemia; and have been engaged in developing statistical models of traffic pollutants which will allow us to predict who is being exposed and at what levels.  EHIB has also examined issues of environmental justice in terms of what types of populations live near busy roads.

58 files by county were received from Caltrans on 10/2005  I out of the files (for Santa Cruz County) was corrupted and another request was put in to replace the file.  The updated Santa Cruz file was received as a shapefile and received via ftp. The files were received as ArcSDE export files   A Microsoft excel file (HPMS) containing AADT values with the corresponding SectionID's was also included. The following steps were taken to attain the final conflated CalTrans feature class.

1. All 58 files were imported in shapefiles.
2. A County field was added for each file and updated with its county FIPS
3. The 58 files were merged retaining only the necessary fields reatining only common fields. All segments without a segment ID were also stripped from the shapefile
4. A uniquedID field was added to the feature class and was populated with a concatenation of the SectionID, the State FIPS and County FIPS. 
5. Dissolve operation was then performed on the merged file using the uniqueID field in 4.
6. The dissolved shapefile from 5. was exported into an ArcSDE geodatabase and two fields added for FCC and AADT.
7. A uniqueID field as in 4.  was added to the HPMS table containing the AADT values.  All records with 0 AADT value were also stripped from the table.
8.  FCC was updated with FCC values from the 3. that had the most frequency and AADT values were updated by joining with the HPMS table on the created uniqueID fields.
9.  Since not all segments were updated with an AADT value, more research revealed that there were slight alterations in the segment ID's that did not link up due to changes made in segment ID's over the years.  An additional field was also added to the feature class to replicate the LRS ID field in the HPMS table.  This was done by  parsing the unique ID field.  LRSID = "000000" + SectionID.characters[3-6] + "0" + Section_ID.characters[7].
10.  Another join was done and only unique LRS ID's were updated in the caltrans feature class.

LRSID was created as a supplemental identifier to improve the chances of segments being assigned AADT values during joining with the AADT table.
