BF Goodrich, Rialto - Public Health Activities

The California Department of Public Health (CDPH) conducted an investigation of the public health implications from contamination at the former BF Goodrich Company.

The site

The BF Goodrich site is a 160-acre parcel located on the corner of West Casa Grande Drive and Locust Avenue in Rialto, San Bernardino County (see map), where a succession of operations since the 1940s released trichloroethylene (TCE) and perchlorate into the soil and groundwater. Operations at the site included the testing and manufacturing of munitions, rocket motors, and pyrotechnics. Currently, the site is utilized by a concrete company to manufacture, store, and distribute concrete sewer culverts, and by two pyrotechnic companies to store and distribute pyrotechnics manufactured in China.

Perchlorate from the site may have contaminated municipal drinking water wells located in Rialto, at levels above CDPH's maximum contaminant level (MCL) for perchlorate of  6 parts per billion. As a result, some wells have been closed and others have been installed with water treatment systems.

The BF Goodrich site was added to the U.S. Environmental Protection Agency (EPA)'s National Priorities List on September 23, 2009.

CDPH's involvement at the site 

CDPH became involved with the BF Goodrich Site when the site was nominated to USEPA's National Priority List. Under a cooperative agreement with the Agency for Toxic Substances and Disease Registry (ATSDR), CDPH conducted an evaluation of the public health impact from the site’s contamination, and presented the findings and recommendations in a report called a public health assessment (PHA). 

On November 5, 2012, ATSDR released the final version of the PHA, which includes an evaluation of all possible routes of exposure (exposure pathways) to the contamination from the site.
